The Nigerian Context: Crypto Ban and NITDA’s Response

In February 2021, the Central Bank of Nigeria (CBN) issued a ban on banks and financial institutions from dealing in or facilitating cryptocurrency transactions, citing concerns over money laundering, terrorism financing, and currency speculation amidst economic instability. This move significantly impacted local cryptocurrency exchanges, pushing traders towards peer-to-peer platforms or international exchanges.

However, recognizing the potential of blockchain technology beyond cryptocurrencies, the National Information Technology Development Agency (NITDA) took a different approach. In 2023, with the approval of the National Blockchain Policy, NITDA assembled the National Blockchain Policy Steering Committee (NBP-SC) to oversee and implement blockchain technology’s adoption in Nigeria. This committee, comprising members from government, academia, private sector, and industry, aims to leverage blockchain for economic development, including areas like data sovereignty, land registration, health, and education.

The policy and committee’s formation indicate a nuanced shift in the government’s stance, acknowledging blockchain’s broader applications while still wrestling with the implications of cryptocurrencies.
